MacDonald-Bedford provided Cost Engineer and Project Controls consulting services on the Federal Transit Administration’s Program Management Oversight contract for the East Side Program ($10.9B) of the MTA, on behalf of the prime consultant, Urban Engineers. The work included the establishment of a new tunnel connection of the Long Island Rail Road (LIRR) to Grand Central Station, including the interface with Amtrak through the Harold Interlock. M-B developed an updated, more precise Estimate Program Budget, forecasted required funding and ran ‘Trending and Risk Reviews’ for cost and schedule.

The Capital Construction Company, a sub-agency of the MTA, gave the LIRR direct access to the east side of Manhattan and relieved congestion in Penn Station. The MTACC project included more than 10,000 linear feet of newly excavated tunnels with permanent structural concrete walls, and installation of complex communications systems in Grand Central Terminal's future LIRR concourse. The tunnel systems incorporated state-of-the-art communications schemes including telephone, two-way radio, public address, digital signage, and fire detection. The tunnel infrastructure support systems included ventilation, drainage, lighting, plumbing and fire protection.

M-B evaluated the costs of design systems including fire protection and monitored scheduling of installations. Goals of the project included the reduction of commuting time by 40 minutes for approximately 80,000 Passengers. Special East Side Access achievements include the identification of various contingencies that the PMO recognized as probable cost and convincing the FTA to hold as Contingency/Reserve the difference between its Full Value and the ESA forecast cost.
