MacDonald-Bedford is the managing partner of the MacDonald-Bedford | MBP Joint Venture which holds a $98M, five-year IDIQ Naval Facilities Engineering Systems Command (NAVFAC), for Construction Management Services throughout the Pacific Area of Responsibility. Our JV was tasked with setting up a Forward Office in Guam on behalf of NAVFAC Pacific’s Guam Program Management Office in order to facilitate engineering and construction activities in the creation of Marine Corps Base Camp Blaz (MCBCB), the Marine Corps’ first since 1952. This effort is the result of an agreement between the governments of Japan and the U.S. as part of the Defense Policy Review Initiative (DPRI). Reporting to NAVFAC GPMO-Rear at Joint Base Pearl Harbor Hickam, our Forward team helped oversee NAVFAC’s mission requirements in support of the DPRI and DoD related build-up efforts in Guam and the Commonwealth of the Northern Marianas Islands. The Forward team’s mission was to help GPMO meet cost, schedule, quality, and performance objectives as well as to provide interface from within the Marianas Islands among all DOD and governmental stakeholders.

Within this $990K task order, M-B provided overall team leadership of program coordination, project coordination with our astute engineering services, the provision of program wide Geospatial Information Systems, and environmental program coordination that also dealt with archeological elements on these historic Islands. The JV team hit the ground running by conducting a Guam Capacity Study, assisting with shelved change order analysis and the evaluation of longstanding contractor claims. The Team developed a lessons learned program, identified risks and mitigation strategies, recommended common components, proposed cost controls, developed enclaving strategies for security measures, and improved stakeholder communications.
