The Skaggs Urban Combat Training Complex, named after Medal of Honor recipient U.S Marine Corps Cpl. Luther Skaggs, Jr., will provide realistic training scenarios for MCBCB, the first new Marine Corps base established since 1952. This Military Operations in Urban Terrain (MOUT) facility spans approximately 10.5 square miles in the heart of Guam's northern region. A key element for this facility is an urban obstacle course designed to teach combat vehicle navigation on both paved and unimproved roads. The facility also features a mock village with various buildings, such as a school, post office, bank, mayor's office, and other government buildings to facilitate realistic urban combat training scenarios.
Equipped for live-fire exercises using non-lethal weapons to train military personnel in close-quarters combat and building-storming techniques, it aims to be a premier training center in the Pacific. During the project, the discovery of cultural remains necessitated design adjustments to preserve these sites in accordance with agreements with Chamorro Historical groups and local government policies, which mandate that all cultural artifacts be marked and left undisturbed.
MacDonald-Bedford (M-B) provided full-time, on-site Quality Assurance Engineering Technicians (QAET) to provide construction surveillance to ensure adherence to the plans and specifications, compliance with safety and occupational health provisions, and conformance with strict environmental and historical preservation mandates. The QAETs coordinated government Construction Managers and Contract Specialists and with M-B engineers, to resolve technical issues and to minimize project delays. M-B reviewed Requests for Information, monitored the construction contractor's quality control and safety programs, documented instances of non-compliance, and maintained meticulous records.
