On the island of Tinian, NAVFAC is modernizing and expanding a commercial airfield to accommodate U.S. Air Force Pacific aviation activities in two phases. The first phase entailed the construction of a new aircraft taxiway and parking for the divert airfield facility which serves as an emergency alternative landing site. The second phase added a cargo pad with a taxiway extension, fuel tanks, hydrant systems, a maintenance support facility, and roads. Lying about 100 miles north of Guam, the Island of Tinian is famous for Seabee construction during World War II of four airfields equipped with what were then the world’s longest runways. It is from Tinian that bombers departed on a mission to drop the atomic bomb on Hiroshima and Nagasaki.

MacDonald-Bedford (M-B) provided Munitions and Explosives of Concern (MEC) Quality Assurance (QA) and a Quality Assurance Engineering Technician. For MEC QA, MacDonald-Bedford assisted the Government with compliance with the Guam Programmatic Explosive Safety Submission (ESS) and provided recommendations for all MEC-related submittals including ESS work plans, QC/QA reports, and After-Action reports. Additionally, M-B surveyed MEC work for compliance and quality assurance and supported the Contracting Officer and Construction Manager with modifications.

M-B’s Quality Assurance Engineering Technician (QAET) was the primary person responsible for on-site safety compliance and quality assurance. The QAET surveilled construction activities, reviewed Requests for Information (RFIs), and reported to the Government on the adequacy of the construction contractor’s quality control program and tasks, as well as monitoring compliance with environmental protection requirements and documenting and reporting instances of noncompliance.
