The new, single level outpatient medical clinic replaced the two former medical and dental facilities on U.S. Naval Base Guam with a new “all-in-one” one-stop facility offering medical services to residents on the base in the Apra Harbor neighborhood. The 52,000sf state-of-the-art facility provides eligible patients with expanded dental, optometry, audiology, radiology, laboratory, and physical therapy services, among others. The $56.7M facility was partially funded by Japan as part of the Defense Policy Review Initiative.
MacDonald-Bedford provided design technical support through the performance of electrical engineering and construction oversight engineering (COE) services. The licensed professional electrical engineer (serving as the Construction Oversight Engineer (COE)) investigated and evaluated electrical and mechanical issues and concerns in existing facilities and developed reports on remediation and correction. MacDonald-Bedford put together a government design team to coordinate project scope validation and develop key documents such as cost elements, drawings, and specifications. The electrical engineer frequently met with the design branch lead to discuss the project, resolve issues, and support the design team.
The COE conducted construction surveillance, provided quality assurance advice, prepared written daily reports, conducted field investigations, participated in meetings, briefings, and conferences and coordinated frequently with the electrical PE. The COE helped the client navigate unforeseen challenges such as underground obstacles and unexploded ordnance disposal in the beginning of the construction; through facilitation, the construction was able to move forward with mutual cooperation among all stakeholders.
