This contract satisfied the operational objectives of the Facilities Engineering and Acquisition Division (FEAD) Director and Resident Officer(s) in Charge of Construction (ROICC) located at Marine Corps Air Station (MCAS) Headquarters in Iwakuni, Japan. Four branches, Engineering Serviced Division, Facilities Support Contracts, Project Management, and Acquisition make up FEAD Iwakuni and collectively provide construction and service contracting to MCAS Iwakuni. The FEAD called upon M-B engineers to manage SRM projects, projects for Sustainability, Restoration, and Modernization. Overall, part of the Defense Program Review Initiative (DPRI), Iwakuni has seen a huge $3.5B investment in Military Construction projects on this tight 1600-acre footprint. The SRM projects included the modernization of critical mechanical and electrical systems, hangar improvements, the rehabilitation of athletic and recreational facilities, and efforts to restore transportation conduits within this tight air station footprint.

MacDonald-Bedford furnished two Construction Oversight Engineers (COEs) who tracked and documented construction conformance with contract requirements. The work requires special expertise in coordinating with Japanese construction workers who make up the bulk of the tradesmen in the station. The COEs reviewed requests for information, provided quality assurance, and monitored compliance with environmental protection requirements. The COEs also reviewed and analyzed safety plans and activity hazards, maintaining working files and a photo log of construction activities. The COEs maintained constant contact with the engineering technician on site and prepared numerous EPA forms to ensure compliance.
