This contract supported the operational objectives of the Public Works Department, on Naval Support Facility (NSF) Diego Garcia, a highly restricted island facility in the British Indian Ocean Territory and a key location for U.S. and allied military efforts. MacDonald-Bedford provided an Industrial Control System (ICS) / Supervisory Control and Data Acquisition (SCADA) professional with the mission of bringing current ICS and SCADA systems which are essential elements of electrical power generation and grid control visibility.

ICS and SCADA components are designed and deployed to ensure the reliability and safety of electrical grids, power production, and electrical facilities. The ICS/SCADA contractor provided the Public Works Department, Production Division, and the Command Information Office (CIO) located at Fleet Activities Yokosuka Japan, with observations, analysis, guidance, and recommendations. The ICS/SCADA specialist conducted research, documented hardware, software, license, and components inventory, and created an initial set of software and configuration backups of Operational technology (OT) and information technology (IT) critical to achieving superior cybersecurity protection.

Additionally, the ICS/SCADA professional maintained a log of known deficiencies and issues in power plant system configurations and recommended courses of action (COA) to resolve them as well as addressed system issues in hardware, software, and networks on engines and generators, and programmed interfaces. The ICS/SCADA professional also consulted and coordinated with the NAVFAC Far East CIO to propose courses of action and develop plans for OT and IT upgrades to comply with U.S. Navy cybersecurity requirements.
