This project added approximately 75 acres of development including utilities, site improvement, and the construction of a cantonment area at Naval Base Guam Telecommunications Site (NBGTS) on the north part of island of Guam. This development supported the future construction of U.S. Marine Corps facilities at the main cantonment area on Naval Base Guam. The Naval Base Guam Telecommunications Site supports headquarters communications activities and receives Navy and other DoD operations communications. Overall, this project required utilities infrastructure such as water, electrical, and communications distribution and wastewater collection and site improvements such as roads, drainage, earthwork, and security and forest enhancement fencing. Rough grading and demolition of existing facilities were necessary, as well as the construction of a water tank and an electrical substation. MacDonald-Bedford provided Design Technical Support services for the Officer in Charge of Construction (OICC) and the Resident Officers in Charge of Construction (ROICC), specifically civil, electrical, and mechanical design technical support. MacDonald-Bedford’s engineers resolved technical issues, performed field investigations, wrote reports and provided recommendations on conditions and data, and held meetings to determine requirements, coordinate workflow processes, and schedule plans of actions and milestones (POAMs.) The engineers reviewed technical reports, RFIs, designs, submittals, and proposals to ensure compliance and provided technical support for commissioning plan reviews and construction field activities.
