Angaur is a small island with a population of 120 residents that lies at the south end of the nation of Palau which is midway between the Marianas Islands and Papau New Guinea. MacDonald-Bedford is assisting with the construction of a Tactical Mobile Over-the-Horizon Radar which is a key component of the U.S. Pacific Defense Initiative. The Department of Defense awarded a U.S. $120 million construction contract in late 2022 for construction of reinforced foundations and pads for the Radar Station.
Historically, the island has been the site of World War II battles but currently serves as a location where the United States and Japan work together as allies in cooperation with the Republic of Palau. MacDonald-Bedford (M-B) provided a Construction Oversight Engineer (COE) to satisfy the objectives of the client, NAVFAC Marianas, as the sole provider of construction oversight. The M-B COE coordinated requirements from the client and contractor, reviewed requests for information, and provided Quality Assurance (QA) on the contractor’s quality control program.
Additionally, the COE inspected activities associated with locating and removing munitions and explosives of concern as well as monitored environmental protection requirements and analyzed the Environmental Protection Plan submissions to ensure environmental compliance. The COE reviewed construction schedules and made recommendations on safety plans and activity hazard analyses. In addition, the COE reviewed requests for payment, as-builts, schedules, and construction plans. Telecommunications tasks included cybersecurity and systems acceptance testing oversight, meeting coordination, and GIS database reviews
