STARR II is the Strategic Alliance for Risk Reduction’s joint venture including the firms, Atkins, Stantec and Dewberry. STARR II and its partners assist FEMA with flood risk management nationwide.  MacDonald-Bedford supports STARR II with Project Controls (PC) subject matter expertise serving its Primary Management office (PMO). The M-B PC Analyst tracks program key performance indicators, identifies trends and outliers, as well as complete reporting for standard operations as assigned.  

The prime objective is to work with all members of the Primary Management Office (PMO) to develop and monitor program performance using standardized processes and user-friendly tools.  Using a combination of SharePoint, MS Project, and Excel, the M-B program analyst delivers updates and tracks projects for Award Fees, Regional Task Orders, Standard Operations, Regional Production Support (RPS) and other tasks as they arise.  The analyst also provides accessible and accurate documentation and improved tools for these efforts.

The M-B Analyst generates baselined SPI reports, portfolio reviews, a Task/Work Order tracking document, change management files, and invoices.  Tasks require close coordination with the STARR II team on the development and update of program performance metrics, the evaluation process, and the development of quarterly self‐assessments and other supporting documentation. We also support responses to ad‐hoc contract actions with support from the STARR Accounting Office, Contracting Specialists, and Executive Committee, as appropriate. We also support all Standard Operations Program Area Managers for ad hoc requests for earned‐value, financial, and/or cost performance information.
