MacDonald-Bedford (M-B) provides full-time engineering and construction management consulting services for the Ohio Army National Guard in the development of its Joint Military Training Center at Camp James A. Garfield, Ravenna, Ohio. We are assisting in the goal of turning Camp Garfield into a world-class training center for regional Department of Defense units through major infrastructure improvements. Among the recent improvements is a Fire and Movement Range, and the current construction of an Automated Record Fire Range. Camp Garfield also features TADSS, or Training Aids, Devices, Simulators and Simulations, state-of-the-art digital training equipment that allows for realistic combat training without the logistic challenges of live-fire ranges.

The Combat Pistol/Military Police Firearms Qualification Course (CP/MPFQC) was a $2 million project that included the construction of a new qualification range featuring 8 shooting lanes with automated targetry and a control tower. Primary facilities included 48 automated Stationary Infantry Targets, barricades, and a Range Tower. Construction included earthwork, shallow foundations, reinforced and precast concrete, structural steel, insulated external walls, standing seam roof, lighting, HVAC systems, and electrical and IT systems with a Design-Bid-Build delivery method.

The assigned M-B engineer performed a review of drawings and specifications, submittals, change orders, and payroll records and then provided recommendations to the Client. Additionally, M-B monitored construction for compliance with contract documents and schedule and attended weekly progress meetings. The project also included preparation of cost estimates that assisted the government’s contracting officer during negotiations to process change orders. We also oversaw the closeout process and reviewed as-built drawings.
