As Managing Partner of the M-B | MBP Joint Venture (JV), and assisted by notable A/E firms, M-B is providing Construction Management Services in support of the Pacific Deterrence Initiative and the Defense Policy Review Initiative Program which is focused on the establishment of first Marine Corps Base since 1952 at Camp Blaz on Guam. MCB Camp Blaz is named after Guam local, Brigadier General Vicente T. "Ben" Blaz. The $8.6B base will house Marines relocated from installations in Okinawa Prefecture, Japan, with the final relocation planned for 2025. In addition to preserving archeological finds, the natural resources on construction sites, over 1,000 acres of fragmented jungle on the installation, are undergoing major biosecurity and reforestation initiatives.

Full-time M-B engineers and engineering technicians provided engineering design reviews and construction surveillance for the initial 500-acre site development and underground utilities program which required extreme caution with munitions and explosives of concern as well as ensuring the protection of native species and the recovery of archeological finds. During this six-year contract, the JV Team supports the planning, design, and construction of standard cantonment facilities to include eight 5-story bachelor enlisted quarters that will house almost 4,800 marines, a headquarters building, post office and medical clinic, a fire and emergency services building, a physical training complex, vehicle search checkpoints, and Sensitive Compartmented Information Facilities, roads and parking lots, and other supporting infrastructure throughout the cantonment area. M-B also provided specialized services such as scheduling, site feasibility studies, information technology specialists, electrical, civil/structural, and fire protection engineering.
